Covid-19 Homelessness response fund – closing date 28 September 2020

Homelessness organisations affected directly by COVID-19 can now apply for funding of £5.5million in a second round of grants distributed by Homeless Link. 

Who can apply?

Applicants must be incorporated and have one of the following legal structures:

  • Registered Charity
  • Charitable Incorporated Organisation
  • Community Benefit Society
  • Community Interest Society (with asset lock)
  • Individuals cannot apply

Aside from this, the organisation must:

  • Work directly with people experiencing homelessness and where more than 50% of beneficiaries are people experiencing homelessness.
  • Be a small to medium sized organisation with an annual turnover of less than £5 million as shown in there 2018/19 published annual accounts.
  • Have forecast unrestricted cash reserves below 3 months following the impact of Covid-19 this financial year.
  • Be based and working in England.
  • Already working to end homelessness and rough sleeping.
  • Proposed activity is in line with the organisation’s charitable mission / purpose.
  • not have received funding in round one.
What are the funding priorities?
  • To help alleviate the the financial impact of Covid-19 on your organisation.
  • To expand or adapt services in light of Covid-19 to support people experiencing homelessness safely and effectively.
  • No specific priority areas but they do want to know if you will be providing support for specific groups such as BAME people, LGBTQ+ people, or if your organisation is led by people with lived experience of homelessness.
What can you apply for / use the grant for?
  • How much your organisation applies for is dependent on the size of your organisation.
  • If your annual turnover is:
  • Less than £100,000; you can apply for £10,000.
  • £100,000 – £1 million; you can apply for a minimum of £10,000, maximum of 10% of turnover.
  • £1 million – £5 million; you can apply for a minimum of £25,000, maximum of £100,000.

The fund can be used for two purposes:

  • To provide emergency financial assistance, preventing service closures, or staff redundancies threatened by increased operational costs and a lack of fundraising due to the Coronavirus.
  • To expand or adapt services in light of Covid-19 to support people experiencing homelessness safely and effectively.
  • They must be for revenue expenditure only

They will fund:

  • investment in systems and people and infrastructure (excluding the purchases of buildings or land)
  • dedicated capacity development
  • staff salaries
  • project activities
  • running costs
  • small-scale refurbishments (excluding refurbishments that significantly improve existing land or building assets)
  • equipment
  • organisational development
  • contributions to fixed costs
Is there a deadline for applying?

28 September 2020. There will be high demand for this funding. They anticipate only being able to support a proportion of applications and having to make difficult decisions. It would be worth applying as soon as possible. They also recommend applicants to submit the relevant local authority’s endorsement, by letter or email.
